The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

Gasoline prices will drop 3% on Friday as a result of the next step toward an unregulated gasoline market in Mexico when a new pricing scheme goes into effect.
Unlike 2015, when a single gasoline price was officially calculated and established at the beginning of the year, 2016 will be characterized by monthly fluctuations, following the behavior of the international market.
The Finance Secretariat (SHCP) announced that the maximum price of magna will drop 41 centavos to 13.16 pesos per liter, and premium to 13.98. The price of diesel will drop to 13.77 pesos per liter. It will be the first time in nearly seven years that fuel prices will have dropped.
Monthly prices will be set within a range of no more than 3% above or below the previous month’s price, said Revenue Undersecretary Miguel Messmacher Linartas, who explained that the idea behind the pricing scheme was to allow consumers to get used to an unregulated market.
He said new pricing scheme comes as a result of energy reforms, which call for a completely liberalized market by 2018. As part of the transition process, service stations other than Pemex franchises will be able to operate beginning Friday.
By 2017, the market will be opened to allow gasoline imports.
In the north, meanwhile, fuel prices will remain lower than the rest of the country, at up to 9.59 pesos within 20 kilometers of the border, a continuing strategy intended to dissuade Mexican drivers from crossing the border to buy their fuel in the U.S.
Despite the strategy, some of those drivers have been ticked that Texans can buy Pemex gas for seven pesos now that the state oil company has opened a station in Houston, its first outside Mexico.
The president of the Association of Mexican Gas Station Owners, Pablo González Córdova, said customers in northern Mexico, when asked if they wish magna or premium, say they want neither.
Instead, they ask for the “gringo gas” for seven pesos.

Restrictions on air transportation between Mexico and the United States were lifted today in what U.S. officials described as a “landmark agreement” which leaves airlines from both countries free to fly the routes they choose.
Transportation Secretary Gerardo Ruiz Esparza signed the new air services agreement today with U.S. Transport Secretary Anthony Foxx in Washington, D.C., after the completion of discussions that began in 2012.
They described the accord as “transcendental” because they expect it will result in improved connectivity, generating more tourism and trade, while Foxx called it a great day for civil aviation for the two countries.
More frequent flights are expected as a result, and lower fares are also possible. The pact also facilitates the establishment of alliances between airlines of each country.
Foxx and U.S. Secretary of State John Kerry forecast a “significant” increase in trade and travel between the U.S. and Mexico.
“The new agreement will benefit U.S. and Mexican airlines, travelers, businesses, airports and localities by allowing increased market access for passenger and cargo airlines to fly between any city in Mexico and any city in the United States,” they said in a joint statement.
“Cargo carriers will now have expanded opportunities to provide service to new destinations that were not available under the current, more restrictive agreement.”

Expansion of the air cargo industry is anticipated because a Mexican or U.S. carrier will be able to transport freight from either country to a third.
The deal still requires approval by the Mexican Senate, but Ruiz Esparza predicted that would come early in the new year. No such ratification is required in the U.S.
While some Mexican airline executives and workers have been critical of the agreement for fear of domination by the larger American aviation industry, Aeroméxico has welcomed it.
But Mexico’s largest airline is seen as being in a favorable position for its alliance with Delta Air Lines. Its Mexican competitors have no such arrangements.
Mexico’s carriers have a fleet of 300 planes. U.S. carriers have 7,500.

If you've never made a wish on a falling star, now's your chance to make up for lost time. The Geminid meteor shower, which is best viewed without a telescope and in clear, dark skies, should peak from 13 to 15 December with scores of meteors expected to shoot across the sky each hour.
The Geminid shower has quite a reputation for generating large numbers of "shooting stars" (meteors) that appear to emanate from a radiant point in the constellation of Gemini. The characteristic streaks and flashes of light created by meteors are the result of tiny particles of dust and debris, ranging from a millimeter to a centimeter across, that burn up as they enter the Earth's atmosphere at high speeds.
The Geminids are not like other meteor showers, though. Usually the dust particles we see as meteor showers emanate from comets. As a comet approaches the sun, it forms a distinctive tail as its "dirty ice" melts and some of the ice, dust, rocky materials and organic compounds that make up the comet appear in our skies as a meteor shower. Comets are generally believed to have formed deep in space and travel extremely long orbits around the sun.
But the Geminid meteors originate from an asteroid named 3200 Phaethon, which is a little over 3 miles (5 km) in diameter, and orbits the Sun in a close elliptical orbit once every 1.43 years. This close-orbiting object is made up of metal and rocky matter that was probably formed at around the same time as our solar system's planets.
So it looks like an asteroid and acts like an asteroid … but the mystery of 3200 Phaethon is that asteroids don't usually throw dust into space. Scientists suspect that perhaps hundreds or thousands of years ago, it may have been a comet.
The Geminid shower has only been recognized in our skies since 1862. In more recent years it has become brighter and more intense because Jupiter and Saturn's gravitational forces are drawing a denser part of the Geminid stream closer to Earth.
Compared with other showers, Geminid meteors travel slowly, at around 22 miles per second, and burn up in the atmosphere with a distinctive bright yellowish hue, which makes them easy to spot with the naked eye.
Where to look for the meteor shower
To observe the Geminid meteors, check that the sky will be clear and find a place as far as possible from light-polluted areas. Give yourself about 20 minutes for your eyes to adjust to the dark and look in the general direction of the two brightest stars of the Gemini constellation, named after the twins of ancient Greek and Roman mythology, Castor and Pollux.
Although the meteors often appear from their "radiant" point in the constellation, you may see meteors at any point in the sky. As the constellation moves higher overhead, the number of meteors you'll see should be much higher.
"A good meteor shower is a spectacular sight," says Prof Martin Barstow, President of the UK's Royal Astronomical Society. It appears telmex did do something major as I give it an all clear. I am still blasting at 5 meg... ya some are crawling in town some people at double dialup speed still, 110k. As I mentioned back in may the installer at the central office (tower) said he was only upgrading 150 lines out of 450. I have two lines at 5 meg which is great vs last year at this time. ere

Dengvaxia is shaping up to be a “blockbuster” product for the company, said Charmeil, who added that the vaccine is the “innovation of the decade” and is expected to generate over US $1 billion per year in sales.
Other drugmakers including Japan’s Takeda and the United States’ Merck are also working on dengue vaccines but are believed to be several years behind.
In Mexico, 7,136 cases of dengue were reported between January 1 and July 28 5,728 of which were classic and 1,408 hemorrhagic, with 11 deaths.

last year at this time internet was at a crawl in town. So at this point I am still at 5 meg download and have not experienced any drop over the summer. There are many people who are slow but as I said when I talked to the person at the central station way back in about april, he only upgraded 150 out of 450 lines. I believe Telmex may have upgraded some others but I do know people that are still at a slow speed.
I have one person reporting that on the third party relay system from LaPaz? he is getting 3 meg download in a area that has no phone lines at all and is VERY happy with it as an option.

6:30am report up to last night about 9pm just about 1/4 to 1/2 inch of rain. Rained off and on all night. Looked at the NOAA site and the problem potential is the storm is moving now at 2mph. The reason that could be a problem is it is raining off and on. So flooding will occur if the raining becomes heavy. At this rate the rain could continue for 1-3 days. Normally it is moving at 10-12mph from what I remember from other storms. still dark to see if water is accumulating in the low areas.

another thief in town
Last night someone broke into a Mexican friends car and maybe tried to steal it, outside of my property. Possibly when they were not able to steal it they went through it and found her wallet, well no money in the wallet but credit cards and ids were taken. They also were about to steal the battery and something must have disturbed them as the battery was disconnected but still in place. I have a motion sensor in place with a light that lights up that area. and the location is in such a high visibility spot when anyone drives my location. Over the last year or two I believe when I parked there someone was siphoning my diesel fuel. I used the truck so infrequently maybe every 2 to sometimes 4 weeks it was hard to tell. So keep the eyes open up we still have a brazen thief in town.

been thinking and in some years past when the carnival is in town many homes get broken into. they are here right now.

at about 10pmish a truck drove off the road in the arroyo below me and flipped. it was a good 8 to 12 foot drop off. It ended up on its side.
While they had the police and ambulance there with lots of flashing lights, a car again coming from the south even with all the lights on can flying around the corner from the campground and slammed into a car that had stopped because of the police truck in front that was stationery with its lights on. That car got slammed and flipped over. Only the first cars occupant had to take the ambulance ride.

still not a drip of rain from Patricia... some clouds in the area but not threatening. still real nice weather hear cool... what a relief the last couple days are.

what a beautiful day here, windsurfers kiters out, not hot. We are concerned that Patricia could change her direction, so us locals are playing it safe getting water and fuel even though it shows not heading our way.

Hurricane Patricia hits catagory 5.... ouch... time to keep an eye on it everyday. with our cold weather it should stay away...
