The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

It appears telmex did do something major as I give it an all clear. I am still blasting at 5 meg... ya some are crawling in town some people at double dialup speed still, 110k. As I mentioned back in may the installer at the central office (tower) said he was only upgrading 150 lines out of 450. I have two lines at 5 meg which is great vs last year at this time. ere

Dengvaxia is shaping up to be a “blockbuster” product for the company, said Charmeil, who added that the vaccine is the “innovation of the decade” and is expected to generate over US $1 billion per year in sales.
Other drugmakers including Japan’s Takeda and the United States’ Merck are also working on dengue vaccines but are believed to be several years behind.
In Mexico, 7,136 cases of dengue were reported between January 1 and July 28 5,728 of which were classic and 1,408 hemorrhagic, with 11 deaths.

last year at this time internet was at a crawl in town. So at this point I am still at 5 meg download and have not experienced any drop over the summer. There are many people who are slow but as I said when I talked to the person at the central station way back in about april, he only upgraded 150 out of 450 lines. I believe Telmex may have upgraded some others but I do know people that are still at a slow speed.
I have one person reporting that on the third party relay system from LaPaz? he is getting 3 meg download in a area that has no phone lines at all and is VERY happy with it as an option.

6:30am report up to last night about 9pm just about 1/4 to 1/2 inch of rain. Rained off and on all night. Looked at the NOAA site and the problem potential is the storm is moving now at 2mph. The reason that could be a problem is it is raining off and on. So flooding will occur if the raining becomes heavy. At this rate the rain could continue for 1-3 days. Normally it is moving at 10-12mph from what I remember from other storms. still dark to see if water is accumulating in the low areas.

Congress is poised to enact a law denying or revoking passports for U.S. citizens who haven’t paid their taxes.
Under a new law expected to take effect in January, the State Department will block Americans with “seriously delinquent” tax debt from receiving new passports and will be allowed to rescind existing passports of people who fall into that category. The list of affected taxpayers will be compiled by the Internal Revenue Service using a threshold of $50,000 of unpaid federal taxes, including penalties and interest, which would be adjusted for inflation.
The rule has been passed in similar versions by both the House of Representatives and the Senate. It is part of a highway-funding bill, H.R. 22, that is now before a conference committee. Congress is expected to pass it in early December

a new idea on home security... best one I have seen that any novice can set up... sends notices if power is unplugged /goes down and/or motion activated, so call your neighbor and police at the same time you get the pictures on your phone. 12 hours of internet storage free, 1 week is ten bucks a month. Looks like a tablet and can be placed on the wall or on a table. Affordable initial cost similar to other major systems that require a pro installer.

The road over the mountain is now in good shape. Only a few pot holes that can be avoided and just a few places on the side that are minor dangerous.
The checkpoint on the mountain is gone, I think/speculate that is because the drug person was caught, last month LaPaz killings were down to 2 vs the 20 it was getting.
Garbage pick up arrived last friday. So maybe back on track or every 2 weeks. I am starting my composting anyway.

On Wednesday, the Supreme court ruled that growing, possessing and smoking marijuana for recreational purposes is legal under a person's right to personal freedom. I see lights there so the electric has been hooked up, and see from time to time a truckload of chairs and such being loaded in. If he does this I am hoping he will be open all summer...

another thief in town
Last night someone broke into a Mexican friends car and maybe tried to steal it, outside of my property. Possibly when they were not able to steal it they went through it and found her wallet, well no money in the wallet but credit cards and ids were taken. They also were about to steal the battery and something must have disturbed them as the battery was disconnected but still in place. I have a motion sensor in place with a light that lights up that area. and the location is in such a high visibility spot when anyone drives my location. Over the last year or two I believe when I parked there someone was siphoning my diesel fuel. I used the truck so infrequently maybe every 2 to sometimes 4 weeks it was hard to tell. So keep the eyes open up we still have a brazen thief in town.

at about 10pmish a truck drove off the road in the arroyo below me and flipped. it was a good 8 to 12 foot drop off. It ended up on its side.
While they had the police and ambulance there with lots of flashing lights, a car again coming from the south even with all the lights on can flying around the corner from the campground and slammed into a car that had stopped because of the police truck in front that was stationery with its lights on. That car got slammed and flipped over. Only the first cars occupant had to take the ambulance ride.

Stopped in the big mall that Ensenada Walmart is in, took a taxi into town. While away a person climbed into the motor home and stole a computer. The police came along to investigate and went in and took 2 more computers and 800 cash. This was witnessed by the security guard. The same police came back and took the report and said we could go to the office and file more paper work. Since then have had other concerning comments re: the Ensenada police. Be watchful and don't leave your vehicle unattended for very long. (unsigned)

i am at a loss, again out of the clear blue sky we got about 1/8-1/4 of a inch of heavy downpour for a few minutes. A great rainbow out over the sea.
It is going to be a jungle. It was such a hard rain that I may have lost 2 tomato plants that were about 2 feet tall and just starting to bud. Super Bummer...

Was in LaPaz a bit to late so took the road HWY 1 via san antonio. So much nicer, not a single pot hole till you hit Los Planes to the LaVentana turn off. The San Antonio road has a few spots where you go to one lane, and some vados that have deep sand. But other than that it is still in really good shape. So only a mile or two of minor pot holes that route between the turn heading to LaVentana at the end of the San antonio road and the final turn to LV. And very little traffic with their brights on blinding you after the road turns from 4 lanes to 2 lanes past the todos turn off. yep does take a little longer to go that way but not much.

spectacular temperature windy day, will dry up some of the standing water, the mosquitos have exploded. Was a bit humid this morning. And we were without power for at least an hour or so. again no dengue in LaPaz do we are fine and looking like we will be fine because it is so late in the season....
