Effective 12/16/2019: A health certificate for dogs and cats is no longer needed to enter Mexico. Dogs and cats may be taken to the border without health certificate documentation, they will be inspected by SENASICA upon arrival. Please follow the guidance on this page.

Requirements for dogs and cats originating in, and proceeding from, the United States of America to Mexico:
(Combinacion numbers 007-35-61-USA-USA and 013-08-504-USA-USA)

Upon arrival to Mexico with the pet dog(s) and/or cat(s) in a clean cage(s)/carrier(s), travelers must visit the Mexican Animal and Plant Health Inspection Office (OISA), to contact the official personnel working with SENASICA. The official personnel will verify the following:
That the dog(s) and/or cat(s) does/do not present signs of infectious and contagious diseases.
The animal(s) is/are free of ectoparasites*
The animal(s) does/do not present fresh wounds or wounds in a healing process.
*If at the physical inspection parasites are detected, the owner/user should contact a Veterinarian (anyone) in order he/she applies an appropriate treatment. If ticks are detected, the SENASICA personnel will take a sample of the ectoparasite(s) for its diagnostic at the official laboratory, and will verify that all parasites are removed from the pet(s). The animal(s) will remain at the OISA [Mexican official office] until confirmation that the parasites are not exotic/foreign to Mexico, or are not under an Animal Health Program (Campaign) in Mexico. Otherwise, SENASICA, through the Animal Health General Direction, will determine the measures to be applied. Expenses derived from such actions, should be paid by the importer.

Other requirements/information about inspection at the OISA, upon presentation of the shipment in Mexico:

B. If your pet(s) is/are under treatment due to lesions and/or infections on the skin due to mites, dermatomycosis, dermatophylosis, hairless or similar lesions, you should present to the official personnel of SADER/SENASICA the diagnostic and treatment instructed by the Veterinarian. Such information should be presented in a letterhead, including the professional registration number (or equivalent). Enclosed to the letterhead, it can be accepted a copy of the professional registration number (or equivalent).

C. Compliance of what is indicated in this document, does not exempt the importer of presenting documents, complying with applications and/or procedures requested by other authorities.

D. When the cage/carrier is dirty and/or contains bed disposable (newspaper wood – other materials) toys or edible products, a disinfection will be applied, removing all that is inside of the carrier/cage, for a proper destruction.

E. Only the portion of food used to feed the animal during the day of arrival, will be allowed.

This HRZ only applies to domestic dogs (Canis lupus familiaris), and domestic cats (felis catus).

For frequent flyers who travel with their furry friends, entering Mexico should now be easier and faster than ever before.


The federal government recently introduced a new “Frequent Traveler Program for Pets” that aims to simplify and speed up the entry process to Mexico for pet owners at a select number of airports.

Once dog or cat owners have registered their animals in the program, agriculture sanitation authority Senasica will issue an official entry document for each pet.



The registration requirements include filling out an application, attaching a health certificate issued by a Senasica authorized vet and providing records of a current rabies vaccination and treatment against ectoparasites and endoparasites.

The new program eliminates the previous requirement to have a new health certificate for each entry in a six-month period and owners will not have to wait for an import certificate to be prepared when entering the country. Instead, it will be sent via email.

Introduction of the scheme also means that vaccinations and treatments of pets can be minimized and owners will not have to register data about their pets on each arrival because it will already be in the Senasica system. Instead, Senasica staff will simply check to ensure that the vaccinations are still current.


The “Registro de Ingreso” document can be obtained at Agricultural Sanitation Inspection offices located at airports in Cancún, Guadalajara, Querétaro, Zihuatanejo, Toluca and Mazatlán.

Applications can also be made in both terminals of the Mexico City International Airport and at the Senasica central offices, also in Mexico City. The program is free.

The program is limited to travelers and their pets arriving at the same airports where the registration applications can be lodged.

According to a recent survey by travel company booking.com, the introduction of the new frequent traveler program for pets at the Mexico City airport was a key factor in its clients selecting the Mexican capital as the best destination in Latin America to travel to with their animal companions.

You need to get the proper papers in to Mexico an out of Mexico.
Go to a vet their in Mexico they will give you the proper papers to travel. It shouldn’t be More then $25.00.

b. Thank you to the person posting information your pet to Mexico: https://www.aphis.usda.gov/aphis/pet-travel/by-country/pettravel-mexico . The web site provides two options. The Option A form is what my vet has used in the past. That form doesn’t guarantee the pet has been treated for fleas and worms in the last 6 months. However, I have read on the ‘Talk Baja” Facebook pages that people have been held at airports in Mx because their paperwork didn’t have the information Option B includes which does address being treated for fleas and worms in the last 6 months Hopefully, the Option A, USDA Form 7001(2010) is still acceptable.. I’m getting mixed messages and want to do it right! Please, will someone who has recently flown in please let me know what form their vet used? My vet doesn’t want to super-impose the Mexican-originated form (Option B) on his letterhead, understandably.

TRAVELING WITH FIDO and MORRIS:
We flew down with our pets on Alaska Air one week ago. We had Health Certificates and all the required rabies certs. Our Vet read the rules and made sure not to use any abbreviations on the Certificates. The problem we had was when we checked in, the airline required us to get revised Health Certs faxed to them with the following included on the Cert: “the dog has been treated for worms inside and out”. Make sure to have copies, because the agent in Mexico kept our Health Certificates.

San Luis is a major entry to Sonora which is a cattle and meat producing area. Documentation is required for both internal and external parasite. His comment was that it be written by my vet. And/or proof on medication in hand. Worming is not something we normally do for our adult dogs but now is necessary. And of course heart worm medication too. I was able to pass as I had heart worm meds with me and receipt for intestine deworming. If on a health certificate have the vet notate this is done. Flying in can be different though.....hope this helps

Robert, I used a company called pet passports. They are located in Florida, so the time difference can be a challenge sometimes.

“New Enforcement of Regulation re: Bringing Dogs into Mexico via Air

Airport officials at the airport in Puerto Vallarta are enforcing a regulation requiring dogs ( not sure about cats) require the following:
PRIOR to arrival, your dog must have be treated against internal and external parasites by a licensed veterinarian and the products used must be reflected on the health certificate.

Dogs must also have been treated for ticks shortly prior to entering the country. ”
