I have my car insurance with Chartis. I had an accident last year and they had an ajuster out within 2 working days. After a reasonable estimate of damages and value of the car I was paid approximately 2 or 3 weeks later. Bob Jankovics is the agent. He is located in Cabo but we do everything by email. RE new 3rd party liability insurance on federal highways:
It is a federal law, (Ley de Caminos, Puentes y Autotransporte Federal); said law was modified by the National congress on Arpil 12th 2013, see http://www.oem.com.mx/laprensa/notas/n2502255.htm 
Thus, from Oct. first, 2013 one needs, any where in Mexico, to be insured while driving on federal highways (Art. 63.Bis). In the event that one can not show an insurance policy to the federal highway patrol (Federales) the officer will issue a fine which will be equivalent to 200 times the minimum wage of 64.70 pesos in the Federal District  for not respecting the law  ( Art. 74.bis I)plus an additional fine 20 to 40 days of the same wage for not having an isurance policy ( Art. 74.bis II); this will be cancelled if the owner of the vehicule presents within 45 days a policy at the office of the Federal police (Second paragraph of 74.bis II). Since the law says that a non insured vehicule can not be driven on federal highway the car will be towed to their compound yard (Art. 74.Ter. IV.). One  has 21 days to pay the fine, if one does it inside this time frame one gets a 50% discount; Procedure: One has to go to the Federal Highway patrol office, get a document with which is used to pay at the bank, comes back to the office with the bank´s receipt.

From my understanding once you become a permanent resident with the new immigration system you by the law cannot drive a US plated anywhere in Mexico. That was true even in baja with the old FM2. I had a friend who was a 20 year or so FM2 and he was not allowed to go to the mainland with his US plated vehicle for that reason. He would have issues with the police every once in a while in LaPaz too. He never had his car confiscated but it was threatened on a few cases. So that is one issue.

So now they have notified people that the new visa if a working one you cannot legally have a foreign plated vehicle.

Now added to that, the author below infers that in case of a serious accident because you are illegal your insurance company may not have to cover you. That is the same in the USA insurance companies will not cover you if for instance you were driving with a illegal license even though you paid for insurance. I had a friend that was an attorney that his job was fighting insurance companies denying people insurance claims after serious accidents in the USA.

So I personally think that that author would be accurate without a dozen Mexican attorneys giving their opinion all to one side. So one could be risking this. We are aware what happens here when you cannot pay at the time the cost of an accident it is severe here in México. And next we have a new liability limits for wrongful death this year has gone from was it about USD$50k or so to is it now USD$300k this year with their new laws. I think this is where the real concern for making the informed analysis risk assessment comes from, we are in new untested waters.

People should just consider this is a possibility now and make their decision with the new changes in the immigration laws.

Several of us have our insurance through Cosco for our Mexican auto insurance. It is quite a savings from any insurance I have obtained in the past. Must have a Cosco card and can get the information on the Cosco website. Same insurance company that I had before but through Cosco it was about $100 less. Something to look into. Barb

I have been getting my insurance from a Qualitas office on Altamirano and 5 de Febrero since 2005. They do the paperwork while you are in their office - takes all of 15 minutes and the base rate is $133US (tax in) which is for Liability only coverage including $100,000 for third party property, damage and public liability and up to $20,000 medical costs for 5 occupants ($4,000 each occupant). The only requirement is that your vehicle have plates and that your drivers license is valid. If your DL expires while you are here, you lose coverage. Good luck!
Therefore, yes Virginia, you can get Mexican insurance without current plates or insurance. I used the Qualitas office on Altamirano at the corner of 5 de Febrero.

Recommend calling Manuel Garcia at 121-6265. He does a great job.

Mexican banks, Banorte, Bancomer, etc, offer insurance. You need to have an account to get insurance from them. Medical coverage ranged from $90,00 to $500,000 pesos. Damages to third-party ranged from $750,000 to $1,500,000 pesos. Insurance premiums are on a par with the US, but it pays to shop around. Depending on insurer and coverage, annual premiums ranged from around $2,200 pesos to over $11,000. With some insurers, you can pay by the month, trimester, semi annual or annual, and you may be able to pay by credit card.
